No.
Drones on non-drone bonused ships suck in comparison.
Lasers on non-bonused ships suck in comparison.
Projectiles on non-bonused ships suck in comparison.
Shields on non-bonused ships suck in comparison.
Armor on non-bonused ships suck in comparison.
Unskilled pilots in ships they're not proficient in suck in comparison.

Rails SHOULD suck on ships not bonused in their use.
Besides, if you're railing right you won't need much tracking.
