Issues, Workarounds & Localization

Over the past few months, I've had problem after problem with the EVE Launcher.

These issues started around the start of July I believe.

When I open the launcher, it occasionally opens fine,
sometimes the update progress bar will just be grey with no status text above it, preventing me from logging in because the launcher hasn't received the "up to date" notice,
sometimes the login Username/Pass textboxes and login button are completely missing,
sometimes they're missing and the panel where they should be is extended out to the width it is when showing the EULA.
sometimes the login Username/Pass textboxes and login button are smaller, and in a different font, and trying to login like this causes the EVE Client itself to fail to connect.
sometimes it will bring up offline mode even when I know both the EVE Servers and my internet is running fine.

Lately, in the patch before the latest, my launcher would throw errors when trying to update. I decided to completely uninstall EVE and reinstall it from scratch. This seemed to fix the issue, however I received an error every time I launched the launcher saying the connection is insecure, however continuing past that error the launcher worked fine.
Then the latest patch came, and I am completely unable to patch it.
Every time, it starts, gets so far in (how far seems to be random) and then throws this error:

I don't know python, so most of it makes little sense to me, but I did pick up "MemoryError: out of memory" and I'm unsure as to why it would be getting this error, as I have 60% of my 8GB of RAM available when trying to patch, and over 90GB available on my HDD.
