It's through an acceleration gate in Rancer that only lets in shuttles. Tell your all 200mil SP friends as well.

CCP needs to cap out pod clone costs lower than that.....just so those high skill point clones start going pop, followed by tears, and rage cause now they lost real world investment (subscription cost and/or plex...aka the grind). Puts more meaning into HTFU, harsh universe, and Fly what you can afford to lose....including skill points Twisted. CCP can even go further to p!ss off the player base by then implementing skill point buy back packs - packs that return only lost skill pointsLol.
