Hello all, I'd like to see what's out there in terms of a links pilot.

Requirements:
-Cybernetics V
-All racial BCs to V
-Command Ship to at least IV
-All T2 Guns (or close to it)
-All T2 Links
-Can fly loki or legion

Budget somewhere under 17 bill.
