Same thing that happened to the old "new" neocom (though admittedly, the current one isn't so bad), and the old "new" NPC ship icons.

I'd like to think that the redesign ran into some freakish roadblock that CCP is still figuring out, 'cause Mr. Potatohead needs a new look, especially since the Minmatar and Caldari got all the lovin.
