Overview Filter: Pilot *NOT* in Fleet

It would be very convenient to have a new overview state filter: "Pilot not in fleet"

This would make it simple to set up an overview tab that shows people in your fleet, but nobody else. As a sometimes-logi pilot, I know for a fact that this would be useful and beneficial.
