Custom Tracking Camera Lock

Is there a way to lock the custom tracking camera such that: when the custom tracking camera is toggled on the is no appearance of the tracking reticle, the reticle does not block mouse clicks, and the reticle can't be moved?

I often find myself toggling the reticle then manually double clicking a point within the reticle, which does nothing, then turning off custom tracking and trying to manually rotate my view, but the reticle hasn't disappeared yet and I end up swiping it into the corner of the screen: failing to accomplish every action that I've intended and then being required to try again in addition to moving my now askew tracking camera. It's incredibly annoying.

I like the visual customize-ability of the custom tracking camera but I need a way to toggle it into a locked position where it no longer intercepts mouse clicks.

It is explained a bit here:

http://community.eveonline.com/news/dev-blogs/tracking-camera-ui-improvements/?_ga=1.258843405.602400641.1407605736

1. Open the camera options
2. Click on the plus sign [+] or the custom tracking
3. Place your tracking camera box where you want it to be
4. Open camera options
5. Click on the top option to disable tracking camera
6. Open camera options
7. Click on the top sign that looks like this [ • ]

Once you have the camera setup all you have to do to enable or disable tracking camera is use the [ • ] option.

edit: Clarifying, and just got off work and tested and my steps were a bit off for using custom tracking feature.

The custom tracking camera reticle still apears upon toggling the tracking camera with a hot-key. it still intercepts mouse clicks and can be moved (is not locked). The centered tracking camera also appears on toggle and intercepts mouse clicks.

Have you tried using the top option, which looks like this : [ • ] when you want to use the tracking camera but not be able to move the reticle?

There is no way currently to enable custom tracking then just toggle it from a locked to unlocked state. The custom tracking is supposed to intercept mouse clicks. They may not have expected someone to want on the fly adjustments of the tracking camera. Currently it seems like more of a set it and forget it design.

You would have to toggle custom tracking, place the reticle where you want it, then disable the camera, enable [ • ] the tracking camera, then if you needed to move the reticle toggle back to custom tracking and repeat. Steps might be a bit simpler (?) but there is definitely a lot more involved than 1 hotkey to toggle locked/unlocked state.

Not sure why you would need to do that much camera manipulation with the tracking camera on the fly... If you are filming have you tried using the advanced camera options in the escape menu? Or did they remove those?
