Here is a nice Blog that shows how hunting is done in a WH (by at least one player):

Good God, that guy writes a lot. It looks like he's written two pages of text every day for the past three years. I got bored after a single post. Do you actually follow that blog?

It's actually a very interesting blow by blow account of a WH ganker. Some are boring but other taught me a lot about how to avoid ganks in WH.

A cloaky industrial seems like it could possibly help. I could warp to each CO cloaked at 5km, approach to 2.5km, uncloak long enough to transfer materials, and then cloak up again. This would again decrease my overall hauling capacity, and it would also make ship losses more expensive.

The cloaky industrial is definitely the only way to fly in bad neighborhoods. The time and ISK investment is well worth it. Once you get the hang of them you are pretty much gank proof. It's also fun to be chased by and then taunt a-hole pirates across a few systems and them never catch you.

What people already said about safespots, some degree of randomness and transport ships. All good advice. Here's my 0.02 ISK on the DST and the Orca for wh transporting needs while avoiding gankage. On a DST, I've found it very handy to have the equipment necessary for the cloak+MWD "trick": 10MN MWD and the Improved Cloaking Device II. Sometimes you get unlucky in where you spawn when going through a wh and can't cloak right after dropping the jump cloak, but then the MWD still helps get into warp faster. The cloak MWD doesn't work for an Orca, but I personally always fit a MWD to my Orcas. I've had a few situations where I got caught by patient cloaking campers on a wh, and having a 10-second warp rather than the usual 30 or so seconds saved my ship. All of my low skill PI alts are not very pimp and fly T1 industrial ships, but I fit a cloak and an ECM Burst on every single one of them (and a probe launcher just in case, w-space paranoia).

Also, as someone already mentioned, launching a single system-covering combat probe and using that in addition to or even in lieu of d-scan is a great way to increase your chances. You probably won't spot ships that can warp cloaked unless you're lucky, but you'll be able to see their combat buddies. Very useful when running anomalies if you have open wormholes in your system.
