If you hire some Minmatar engineers to build it, you only need half the pieces. It might not look pretty though.

i think someone admitted they trashed there piece to make sure no one could ever rebuild steve

Like DaReaper said, you need all of them, and some pieces are lost so it's impossible to rebuild Steve.
