CODE and New Order - w8 What?

From what I've heard, there's something in highsec called The CODE and The New Order. I'm hearing that they're bumping / ganking miners unless they pay a 10M ISK fee, and that they won't let miners fatten their purses with ISK. What a joke!
But it seems serious to me. I've heard about them about 5 days ago, and they seem to become quite a nuissance.
First of all, who is the clown behind this pile of bureaucratic injustice? Second of all, what is the reason for all this commotion? I'd really appreciate it if somebody could tell me more about the CODE and the New Order, and how to avoid them.
