If every miner/hauler flew smart and used the techniques in the multitude of posts and websites to lower ganking chance, that would be a good solution. Try it.

The solution is simple: Wardec them and blow them up. Frozen corpses don't do much bumping. But no one cares enough to actually do that. I'd call that fail on CODE's part.
