Automatic bounties on player pirates

I would rather like more of a system that would require you to reclaim your kills from the concord, a scalp collecting if you like and possibly some use for those frozen corpses unless collecting them counts as a one.

Also bounties would have to be officially placed at the concord stations and only by those individuals with sufficiently high security status.
A placed bounty gives you a voucher (kill rights) which can be sold and disappears once claimed.
Bounties once placed are cumulative and don't expire if your security status is risen.
Killing a legitimate bounty target nets you a bounty and a minor security status increase.

A bazaar on concord stations only for trading these bounty vouchers.

To claim a bounty you need the corpse and an activated bounty voucher that you have either bought from a market or activated from your own loss.
Also voucher cannot be traded between characters they can only be placed on a market or used by your self.

Alternatively the voucher can also be sold for NPC's (faction police) of your choice, price to be decided later.
