SOE because of the decent LP exchange rate currently.
Their L4 hubs are also where you'll find the most ninja looters and gank squads targetting shiny ships though.

I have a level 4 Raven fitted with roughly 2B in Mods/Launchers/Rigs.... Depends on what you consider shiny I guess! :P

Anyway, I manual warp(Unless someone is that quick; which is pretty fast.), so I guess that leaves getting ganked in missions; which would be quite the bother. I found a nice spot, so thanx for the advice. :D

It would be advisable to only run t2 or atleast avoid officer mods. You really dont need anything other than t2 for lvl 4.

Ya... After doing a lot of reading. It's just as easy to get popped in high sec. Also missions are getting boring, so wanting to do some lowsec or FW PvP. I have nightmare trained, only need to work on the mods and turrets. I wanted to save that for whenever I join a corp, and do large scale pvp, or knew wtf I was doing because the game is so massive and nightmares aren't cheap. I just wanna get some cheap cruiser with mods and mess around with it. At this point in the game I wonder if that is even viable? I figure the majority have T2 ships, and would eat me alive where ever I go, so what's the point.

FW mate. T1 frigs/dessies/cruisers are totally viable. It's easy to get into and can make some money while doing it.

Ya, going to be looking for a corp for FW... Did a lot of reading on lowsec, FW, and pvp in general. I just picked a destination deep into a random low sec area, and just gonna shuttle there. On an alt, so really doesn't matter and throw away rookie ships and shuttles. Anyway plan to level frigates and do some special ops scouting for pvp. I just love how fast they can go. :P

Wanting to bump this as I had another question, but don't want to make a new thread.

When it comes to loadouts, guides, etc... What's considered out dated information in accordance too expansions? Taking WoW as an example, I wouldn't use a TBC Arena 3 warrior mace stun build if I was playing a warrior in Cata. At the same time EvE isn't WoW, so I guess what information is relevant.

Taking another example, with this build here:

It looks good, and makes sense. I like the vamp over the missile launcher builds that are newer. Also this is cheap, and if I lost it... I wouldn't care. The vamp build is also from 2009, and the missile launcher is 2013 - 14. With that being said, for PvP purposes does the expansions effect the game in term of loadouts or online information? Does it just add new content without major changes to the rest of the game?

Well, in the past couple of years, there have been a lot of changes to the fitting and roles of ships themselves, to the point where for some ships, fitting it out according to a 2009 template is flat-out impossible (examples: the Merlin frigate went from a two-gun, two-launcher hull to a three-gun hull with no launcher slots, while the Armageddon battleship changed from a seven-turret laser boat to a drone boat with a neut/vamp range bonus and only five turret slots).

As Marc has said, there has been a vast amount of ship rebalancing in the last couple of years. Take some time to trawl back through the historical patch notes to learn when the changes happened, then use the appropriate filters in Battleclinic.
