I would like to buy a character but I don't have the isk, would they accept a few plex instead?

You can do this:

1. Sell the PLEX on the open market
2. Use the ISK you got to buy the char

I'm pretty much sure everyone would accept plexes aswel as isk.

No you have to sell the PLEX for ISK first and then buy the character with that, as per the rules:-

Hmz, if you have PLEX, you could just as easily have ISK by selling those PLEX on the market.
