BP conversion problems?

I've had all my research slots queued with ME and TE jobs so I haven't been doing T2 research. I finally got some slots opened and I'm noticing some T1 BPCs I had made a few months ago are showing up with less than full runs available. For instance I have some Ice Harvester I BPCs that have 299 or 298 runs remaining. I purposefully don't have the supplies needed to produce any ice harvesters in the station so it is impossible for me to have used a run. I'm noticing that even though they show short if I put them in research it is set to produce a 10-run T2 blueprint.

Bug in the new industry window? Did something else change that I missed?

Each invention attempt removes one run from the BPC.
