Problem with Kestrel pvp fit

I'm trying to fit a kestrel found on "eve is easy" https://www.youtube.com/watch?v=QFTNbn14ths. I don't really have experience in pvp which is why I'm trying to follow along. The problem is that I have 13.2tf CPU left and I need 14.6tf. I cannot put the last module online (Rocket launcher II). See the fit below.

I have CPU Management, Electronics Upgrades, and Weapon Upgrades to V so as far as I know there are no additional skills to increase CPU or reduce CPU for the rocket launcher II. It seems I only have two options, the first is to drop the Ballistic Control System II or Damage Control II for co-processor. The other is to use either the 'Gnome' or 'Gypsy' implant in slot 6. Since my goal is to fly the ship from this video, option one doesn't work. Also, the video description says I should have a 3% MWD speed implant. I'm using "Elfyr and Co. 'Rogue' Acceleration Control AC-603". It doesn't seem possible to recreate this fit... am I missing something? Can anyone point out what I'm missing or if the build is not possible link to a better one for learning solo pvp?

What's your "Launcher Rigging" skill? The rigs give an increased CPU requirement to the ship. Launcher Rigging will lower it a bit.

I think this is it. I've only got lvl 3 here. I kept searching for CPU reduction rather than drawback reduction. I think one more level in this will get the CPU I need.

As far as the other skill from NIFTYGetAtMe... I have all level 5 except the following

  • Survey - 3
  • Tactical Shield Manipulation - 4
  • Gravimetric Sensor Compensation - 0
  • Ladar Sensor Compensation - 0
  • Magnetometric Sensor Compensation - 0
  • Radar Sensor Compensation - 0
  • Launcher Rigging - 3


Based on the descriptions the only ones that might help me here is Launcher Rigging. Thanks for your help!

If you actually need to train launcher rigging to 5 to make the fit work that is a lot of training time for a kestrel fit. In the meantime you can change the Damage Control II to an Internal Force Field Array I with minimal impact to the fit albeit at increased cost.

EDIT: Alternatively with launcher rigging 4 you can change the web from fleeting to X5 (and damage control II) again with minimal impact and lower cost.

Reality has an almost infinite capacity to resist oversimplification.
