Depends on how you count. Not all skills in-game have an effect, or even have books.

Example:
* Black Market Trading has never been available as a book, and was only available on character creation pre-Apocrypha.
* Mobile Factory Operation and Mobile Refinery Operation were for modules for Industrial ships, which were never released.
* Astronautic Engineering was available as a book for a limited time.

Towaoc, most skills on EVEboard: 402

Currently there are 403 skills obtainable in game.

Tho as Tau Cabalander has stated above 3 of which are no longer seeded, but can still be acquired from other players who have kept books stashed away in their dusty hangers.

There were a number of skills that could only be acquired through character creation and were never released as books, tho to the best of my knowledge all but 1 of these have been deleted from the game.

The 1 remaining is Black Market Trading, So anyone who has that skill ( Including Towaoc ) Can reach 404 skills.

The 3 rare books mentioned above will cost you an arm and a leg if you want them, I paid 2.5 Billion isk for my copy of Mobile Factory operation several years ago

A new player has access to all skills available ingame providing he can make enough isk to buy them and is prepared to spend several years training and collecting them.

I would suggest getting Eve Mon. its an application to monitor and plan your skill training. it will list all skills ingame, how much they cost, what skills you need trained to what levels (pre req skills) to train other skills.

A new player can buy and train any or all skills in game.
It's just a question of time and isk.

Skill books are divided out between the 4 main races, so you will need to travel to their respective regions to get the race specific skills at their base market price., or pay a premium to buy them from other players in 1 of the trade hubs like Jita

The only skills you won't find on the markets are...

Mobile Factory Operation
Mobile Refinery Operation
Astronautic Engineering

The above 3 can be brought from other players via contracts or private trade, but are rare and expensive

Black Market Trading is currently unobtainable.

Dang it, I'm at 280 skills now (born in 2012, trained from 2013) and I want all the skills trained. I know some people like it lvl 5 at some part instead of a little at all skills, but I wanna do different things.
