Character Bazaar

I'm looking for a decent industry character with a budget max of 7Bil for the right character.

Priorities in order of most important to least

Good base of production skills, can run lots of jobs at once
Good base research
Good trade skills - Good Caldari navy standings a plus
able to fly a freighter preferred but not required
Some ability to invent a plus but not required

I am flexible I understand the budget here is only 7 Bil, I'm just looking to get building again and get a second trade character right away, I can do some work beyond that if the price is right.

SP that I'm not interested in, not to say I wouldn't buy a character that had it, but I won't give value to the following

mining
resource processing
combat skills
leadership skills
