Can escalations be stolen?

If I get an escalation in a distant system, can it be scanned down and taken by other players or is it only available to me?

I ask because the escalation I just got was missing the true Sansha ship that apparently was guaranteed to spawn, I wondered if someone scanned down the site and stole it before I got there.

Nope, they are like missions visible only to you and scannable only when there's scannable object inside (your ship, MTU, drones, etc). If that ship was really guaranteed to spawn not just likely to spawn petition it and let GM to take a look.

Faction spawns are not guaranteed in escalations as far as I know, they're just common. If the spawn is not there, there usually is something else (a tower or other structure) you have to shoot in order to complete the site (and hopefully get a further escalation.) With a bit of luck you get a string of escalations, usually completed fairly quickly, of which about half or more will have faction spawns.

if you warp out and leave any assets that can be scanned down (read almost anything) someone can pop in and take your spawn, they can also do this when you are in the site aswell (i nabbed someone's corpum c enam a week ago while he was running the site, dont normaly steal stuff like that i was actually after a fight and hoped he would engage over it, he didn'tCry ).
