It already kind of exists, unfortunately it's restricted to one of the military tutorials where you're given a frigate that is rigged to explode and expected to pile it into an NPC structure.

Mayhem would abound if CCP let us do it outside of the tutorials, and it would be glorious Pirate

I know of someone that creates disposable (free trial) alts to kill pods/shuttles/unfitted-ships on the Perimeter gate.

I suppose that could be terrorism. Or possibly just sad. Or maybe both.
