I am trying to run a manufacturing job in Sayartchen (.08 system). However the new operating window says that this option is not available at the facility.

Am I wrong in thinking that Crius introduced the ability to manufacture at any station (except trade hubs) ?

If this assumption is correct why no manufacturing in Sayartchen ?

Are any other systems having the same issue ?

Some stations do not support certain things. Even in my station I cannot make any blueprint copies. However, I can fly over to another station and do so.

You might just need to relocate to another station.

Wrong. The station needs to have a Factory.

Each factory has infinite production lines available so slots are gone, but you still need a station with a factory to start with.

Yes you are. Which facilities were available in given stations didn't change with Crius, so if it wasn't a factory station before, it's not a factory station now. All that changed is that any station that has facilities can support an unlimited number of jobs, albeit with installation costs that scale with how active the facility is compared to the global market.
