[User Interface] Planetary Colonies Window

Hi.
1. Add new button near "View Planet" to access custom office. eg new button (and maybe other button "Warp to Custom Office")
2. Adding a new column "Tax" to show poco tax. (maybe with poco owner)

Neocom -> Business -> Planetary Colonies (new button, add to your side panel)

-> For everyone else who ends up here looking for their lost planets
