caldari basic lab upgrade platform broken?

So the caldari basic lab platform seems to be broken. the tier 2 and 3 verson of it list a bonus to reduction of me pe and copy time and a 10% reduction of install costs. But the tier 1 only has the 10% reduction of install costs. Is this just a misswording or is this intended where the basic upgrade does next to nothing?

really need ccp response from this as this upgrade being as its text says is the difference from it being put into stations after patch and it not. And as patch is 2 days away we need to know now.

Have you tried installing one into a station you own somewhere? Would probably be the fastest way to find out instead of waiting for a response.

Remember though, most of the base upgrades give very little.

The second tier require better and more expensive upgrade platforms but usually only give 10% more than their lower tier at best.

I spent last mirror upgrading the life out of an Amarr Outpost, I might experiment on a Caldari Post next based on this. I'll post back if CCP doesn't get to you.
