I am currently training for an Ishtar, but I don`t have enough money to buy it, and the t2 modules. Is there a place to borrow ISK, and pay interest?

The long and the short of it is, yes, there is a place to borrow isk and pay interest, that place being the forum here. However, unless you have collateral to back the loan the chances of getting a public loan for a ship are very very small (it's rather more likely that someone will just donate the isk). Typically, loan requests here are for business plans. Now, if you wrote up a nice bit of text explaining how you are going to use the Ishtar to make isk you would be more likely to get a loan but the isk value is so small that you would really just be better off grinding it out yourself.
