Issues, Workarounds & Localization

Ok two things
a: whenever I go to open the launcher, my computer takes a good 30+ seconds to start up the launcher. this used to only happen the first time I ran it after shutting down my pc, but now it is every time. considering every time I want to switch to an alt the client completely exits (no more 'log out' option) this can be rather annoying.
just curious if there is a possible solution to this, or if anyone else has the problem. other clients like blizzard launcher, origin, etc all work just fine, so I don't see how it could be a hardware issue.

and b: my notepad has been acting funny since I started playing again after a few month break. I can add notes and they save just fine. however if I archive notes in a created folder, (i.e. move a note from 'all notes folder' to 'wormholes' folder that I've created) then log out, when I log back in it will no longer be in that folder. Also notes that I'd created a few months or more ago will not delete. I delete them and they disappear, and again when I log out and back in they are back where they were.

any feedback is appreciated. these aren't game breakers or anything, just a little annoying and would like to find a solution if there is one.
