Will the Starbase Compression Moduel Be Released Early?

As much as it seems CCP is trying to minimize the impact of actual mineral movement to 00; making compressed ore more readily available. I think they should release the starbase module early. As with all releases, compressed ore will spike for the first month-ish before stabilizing at the market set value. But, during that stabilization, the mineral market is going to be fluctuating too wildly for the entry/mid level null industry people that CCP stated they want to make more comprehensive and accessible. Thus, defeating the purpose of this patch for a whole month or so. It seems to me, that CCP should overlap the modules to compressed ore transition with an early release of the compression module. They've done it before with other changes like fuel blocks.
