As it says,

I am looking for 40 - 90mill sp chars, ( more is ok, will look at all )

SubCap, - A decent subcap is good. ( BC's / CS's / Hac / AF etc. BS not required. )
Captial skills - is ok, - its ok with lvl4's and fighters/fb's etc. ( Preferly Amarr / Gal )
Gunnery - Decent gunnery, minimum lvl4 on the spec skills.
Drones - could need some work is ok.

Looking for Minmatar - Amarr - Gallante focused.
Can be with all 3 with in, or just 1 or 2 focused on per race.

Preferly decently pvp focused.

- Not looking for to much waste skills ( industry, science, - and multi lvl's 1 skills all over the place.
- Name .. not a huge issue, but good name does have its perks.
- Missles - nawh.. not much for missles..
- T3 - not as a requirement.. but it wont matter to much.

Budget is decent enough( around 50b. ) . Can go for higher sp's than 90mill.
