looking for armour tank race only no caldari sorry

needs to be able to have a decent pvp fit so no pure command ship pilots (with little to no training in gunnery etc)
pref eos pilot but has to be within my price range,

i'm looking for strong leadership and i can train the others but leadership skills are a must have at 4-5
