I get my target to 100% but it still says it can't find it and it won't let me save the location or warp to it. What am I doing wrong?

Sometimes it rounds up when it's not really 100%. Jiggle the probe position a little and rescan.

Also, signatures don't always disappear immediately when they despawn. iirc, it's possible that the site despawned at or around the same time of your last scan cycle - if this is the case you may not be able to warp to the beacon associated with it because it no longer exists.

Scanning is a bit hard to explain. If you are still struggling, look up a youtube video. It's much easier when you can see it instead. Look for a recent video as scanning was changed significantly in the Oddessy patch. It could be something as simple as you are clicking the wrong place for warp-to (right click the site name).

I'm going to have to. Scanning is incredibly frustrating.

Manually move your probes closer to the target (shift click-drag to move single probes separate form the group), but try to keep them equidistant from the target. This should help with that last little bit.

You can also resize the entire probe constellation by clicking the outer edge of a probe bubble and dragging your mouse towards the probe cube.

Normally if you get a 100% but no warp it's because for a reason or another the signature has vanished but the server doesn't update it on your end, mainly this tends to happen with wormholes that are closed while you scan them.

Youtube how to scan if you find it hard on a starter site and petition it if that doesnt work
