Cannot play EVE online at all

Hi I recently went to re-downloaded EVE. However, the setup wizard tells me Archive extraction failed: 3. I have searched google and the forums for an answer but have yet to find a solution. The repair tool does nothing, the offline downloader does not work, and my support ticket has yet to be answered. Can somebody, anybody, provide me with a step by step guide on how to solve this problem? If it helps I am using Windows.
