It doesn't matter whether it existed or not, because it was never meant to exist. The fact that it was listed as a BPO was most likely an overview bug, which is fixed now, which explains why it was removed from your inventory. It was pretty clearly a bugged item, and was never meant to exist.

Thinking CCP will just give you a bugged item because you cry loud enough is just pure delusion.
