Warp-to in Besieged Covert Research Facility

Found today that warping to a fleet member at the Besieged Covert Research Facility site causes you to warp to the site itself instead of the intended target pilot. Our entire fleet landed at the site spawn, about 100 km from the target we had tackled.

The site is ungated, so I would expect to be able to freely warp at range, warp to fleet members, etc. Is this working as intended or a bug in the new sites? (Double checked and the other combat anomalies do not work this way).
