WTB Cald/Gall Hybrid Pilot PvP/PvE 20-30mill SP - 25 bill available!!!

As stated in the title I am looking for the following:

Caldari or Gallente male pilot with a good name.

Clean (not empty) corp history, sec status at -1.9 minimum

Minimum skills set:

T2 Missiles up to cruiser level (heavy, heavy assault and rapid light)
T2 Hybrid guns (both blasters/railguns)
T2 propulsion jamming (level 4 in the skill)
T2 Shield tanking skills
T2 Armor tanking skills
T2 Drones (at least small and mediums)
Core skills such as Capacitor/Shield Op (the rank 1 and 2 core fitting skills) to lv5 (some exceptions may be permitted)
Probing/exploration skills all to minimum lv4
Navigation skills all to minimum lv4

Bonus skills (listed in no particular order) that I will offer more ISK for:

T2 Heavy/Sentry drones
Heavy Assault Cruiser skill
Recon Cruiser skill
Interceptor skill
Covert Ops skill
Bomb/T2 torpedo capable
Astrometrics V
Hacking/Arch V

T3 cruiser capable (Caldari or Gallente)
