if someone dose something illegal to someone, suck as steal, then gets added to a fleet dose the argo from the person getting stolen from carry over to the fleet?

No. Fleet status does not interact with criminal or aggression mechanics. You will not inherit criminal standings from fleet members, nor does being in a fleet with someone permit you to perform criminal actions against them.
