Templar One had a distinct Ishukone / Gallente / Mordu alliance going on against Amarr and Heth's regime. Are these groups still somewhat allied with each other?

In a sense, yes.

Mordu is providing security for Caldari Prime and Ishukone, who is now getting more involved with the Gallente Senate, is administrating the planet.

Ishukone has always had close links with the Federation. It suits their liberal ideologies.
