Are Standard and Improved Pills worth it ?

Are the toxin skills worth it ? A reduction from 20% Chance for Negative Effect to 16% Chance seems kind of meh...

What is the chance to not get any of the four side effects ?

Toxin skills are way worth it, those side effects can pretty much cripple your ship if you're taking Strong drugs

IMHO: They are worth training to 4, but not 5.

Yes you can have all the side effects at once, but it rarely happens.

Look to mitigate the side effects with different hulls/fits.

For example if you're using 'Exile' for active Armor tanking:

Std Exile Booster (slot 1):
Armor Repairer Bonus 20%

the potential side effects are:

Armor Hitpoint Penalty -20%
Turret Tracking Penalty -20%
Missile Explosion Cloud Penalty 20%
Capacitor Capacity Penalty -20%

And in the context of solo Frigate PVP:

1. No side effect: Fly what you feel in the mood for.
2. Armor Hitpoint Penalty - No big deal as you're active tanked, but the Tristan would be the best choice because of its XL structure buffer to soak up any bleed through between reps.
3. Turret Tracking Penalty - Fly a rocket fit.
4. Missile Explosion Cloud Penalty - Any turret based ship.
5. Capacitor Capacity Penalty - Fly anything with a NOS in the utility high.

Does this mean you pop the pill before you chose your ship ? Since the effec lasts for 30minutes this seems odd...

Am I right ?

40% Chance to have no side effect all ??

and then like 47% chance to have no side effect at all with all skills lvl 4 ??

Not sure if my probability math is right Straight

It's up to you when you pop drugs, but since they last for a while and have these potential side effects it's best you prepare. Mitigating the effects of drugs by choosing a ship that doesn't suffer from it (or building one with the side effects in mind) is just common sense, not a mandatory choice. Sometimes it's fun to just roll the dice and accept the outcome, which one would do on an extended roam.
