WTB Perfect Mining Boosts - 45b Budget!!

Looking to buy a perfect mining boost character, as well as possibly paying more for PERFECT REFINING (post upcoming patch)

Character should be:

Cybernetics 5
Mining Foreman/Director 5
Warfare Link specialist 5
Industrial Command 5
Capital Industrial 5
Perfect (or near perfect) jumping skills w/ bonus for having Cloning Facility Operation
Leadership 5
Wing at least 3+

*BONUS* if it has:

Industrial/Transport Ship
Freighter
Jump Freighter

and of course, Refining skills.

Isk budget is entirely dependent on individual characters, 45b budget. Not afraid to pay for an exceptional character with little waste that meets my required specialty.
