CCP - Its time to fix L5s

STEP 0 - THE PROBLEM
L5 missions fall into three categories
Category 1 - Ungated missions that can be completed in less than 3 minutes for "Fleet A"
Category 2 - Gated missions that can be completed in less than 10 minutes for "Fleet A"
Category 3 - Gated missions that take more than 30-180 minutes to complete for "Fleet A"

All of these missions pay out approximately the same reward.
The longer missions get more bounties/tags so in that sense they have higher reward, but the LP/ISK for the missions itself does not vary with the difficulty of the mission.

I can safely run missions with a pirate fleet actively hunting because I know I can complete the missions before they get scanner lock and warp to me.

I know a lot of level 5 missions runners. They all blitz the category 1 (and sometimes category 2) missions. No one EVER runs the Category 3 missions unless they are bored/drunk/stoned

A single player will can easily make 800K LP + 80 million ISK per hour which is just kinda stupid.


STEP 1 - FIX THE MISSIONS
* Remove the ability to blitz missions. All ships/spawns on grid + a structure/carrier/something with a lot of HP (for the non-gated mission) should have to be destroyed.
* The missions reward should vary with difficulty / time to complete. This works great for L4 missions, I don't know why the code is broken for L5s.



STEP 2 - MIX UP THE MISSION REWARDS
* With the addition of free LP for Null Sec Bears the value of LP has dropped significantly.
L5 payout is 90% LP, lets mix that up a bit. This only makes sense if you remove the blitz-ability of missions
More ISK, Less LP, and a boss drop at the end for multi room missions (like Mordus Headhunters L5)

I would aim to pay something along the lines of
10 Mil Pay, 10 Mil time bonus, 20 KLP, per ROOM. So a single pocket or ungated mission would pay 20 Mil + 20K LP, while a mission like Mordus would pay 60 Mil + 60K LP which makes sense given that it takes 3x longer to run that an ungated mission where you kill everything.

The multi-gate missions should have a boss ship/structure that has chance to drop implant/BPC/faction module



STEP 3 (OPTIONAL) - Add more Storyline Missions
All we have right now is the Implant Mission and Drone mission. Both are throughly boring!!!!



WHY??
I think that the risk vs reward for L5s is unbalanced at the moment. No risk for 800KLP + 80 Million ISK / hour.
If we force people to be on grid for longer amounts of time it will make hunting L5 runners viable, increasing the fun of low sec.
If we nerf the ability to blitz L5s we should increase their payout to compensate. I suggest doing this by moving some of the LP payout to ISK payout and adding nice goodies (some of the missions already have this). Increasing the drop rate of tags or ship bounties could also work.

These changes will not be initially popular with the L5 community (everyone wants to make their 800K LP/Hour), but I think will be an improvement to EVE

If you nerf L5 income people will just go back to running L4s in hi sec. At least these people are making some content in low sec at the moment. Which is better than the zero content they will make if they go to hi sec.
