Blurring the wall (high-sec/low-sec)

Having spent an amount of time in 0.5 and 0.4 systems, part of the high-sec/low-sec problem seems to be that there is a sharp contrast between 0.5 systems and 0.4.
While Concord may be slow in 0.5, there is none at all in 0.4. Additionally, the rats in 0.5 are, in my experience, just frigate size, while in 0.4 they are suddenly up to battleship size. Signatures like Radar sites change from stuff you can run in a T1 cruiser to a pretty heavy battle requiring 2 or 3 people with either battlecruisers or T2 ships that have heavy firepower. (and not much more in a way of reward, in my experience).

I think that blurring this line would change the Eve experience for several play styles, and bring some life to low-sec.

These are just ideas/suggestions on potential changes that would "blur the wall" between 0.5 and 0.4 (or 0.3 where applicable).

1) Put Concord in 0.4 with the same 0.5 response time, but give a percentage chance that they won't arrive at all.
It would be nice to add something similar to 0.5 systems, where there's a chance that concord won't show up at all.
1a) beef up the gate guns between 0.5/low-sec systems to make camping a bit more difficult (but not the gates that go from low-to-low)
2) Put battleship/cruiser rats in 0.5 systems (with frigate size bounties and sec increase to prevent abuse/farming)
3) Balance the difficulty of scannable sites a bit more between the two. Either make 0.5 sites harder, or 0.4 sites easier

Again, just ideas, but the overall idea is to make border systems safer on the low side, and more dangerous on the high side.

It would be nice to tweak the rats on the low side to encourage mining more, but that negates the whole idea of making 0.5 less safe.

tl;dr make 0.5 less safe, make 0.4 more safe so there isn't such a sharp change between the two.
