Hello,
I am wondering if I need to use a drug lab to complete the final step in the drug manufacturing or can I do that in station? The Pure form is legal and would make it less of a hassle to smuggle.

You got it all wrong, you need a component assembly array, anchored in a 0.1 or lower.
The pure form IS NOT legal.

When was last time CCP tackled drug manufacturing ? never ?

Lady Areola Fappington:  Solo PVP isn't dead!  You just need to make sure you have your booster, remote rep, cyno, and emergency Falcon alts logged in and ready before you do any solo PVPing.

Yea, the "illegal," mechanic is honestly pretty dumb. There is an artificial restriction on drug manufacturing and sales due to that mechanic. Either make cov ops haulers immune to customs officers or get rid of the mechanic.

Everything about boosters could use a complete overhaul.

I'd sort of like to see them redone in a fashion similar to overheating. In broad strokes:

Give them a VERY short duration (but increase their production output to match) relative to current values, but make them "repeatable" - like an IV drip of drugs, pretty much. The bonus could then be provided throughout, with each additional consumption carrying an increased probability and magnitude of one or more of the detrimental effects as toxins build. The detrimental effects could fade somewhat slowly over time (depending on how badly you had poisoned yourself), while the benefits would fade immediately upon deactivation, which would ensure that there was a legitimate tradeoff to using them.

You cannot produce the final form of any booster in hisec.

It requires either a Drug Lab, anchorable in .3 or lower space, or a station with lines that allow it, and there are none in hisec.

As far as booster mfg itself, yeah, the whole thing needs to be looked at and redone.

Isn't there a black market skill book out there somewhere? Give the Blockade Runner a certain percentage scan immunity per transport ship skill level (10%?) rather than the current total immunity and have that be modified by the skill (+10% bonus/lvl). Any other ship out there will get only the skill bonus. So with Transport Ships 5 and Black Market 5, one would be .5*1.5=.75 or 75% immune to cargo scanning, even from the customs agents.

When it comes to the legality issues, I see no reason people that get cargo scanned by customs agents shouldn't simply be given a suspect flag and an announcement telling capsuleers that they are free to engage. If they see a suspect blockade runner, its a pretty good bet they are hauling boosters, and that catching them will net them a pretty penny, assuming they can get the loot to station without getting popped themselves.

Since the BR is pretty bad ass as it is, I would probably suggest adding a new criminal faction Cargohold Expander type module (Serpentis Smuggler Compartment or some such) that doesn't expand the cargo, but reduces the chance of getting scanned by Customs.

For a really massive change that would have to be carefully considered, maybe introduce a small biochemical reactor & low-volume drug lab that are anchorable in Hi-sec and only produces Synths. Yes, the price on them would plummet given the almost assured increase in supply, but maybe that would get more people hooked on using them and eventually upgrading to the stronger variants.

The module is an interesting idea.

Synth boosters are legal. But I've never tried making them because they're not worth the POS fuel, and the benefits are typically no better than a single skill level in any particular skill.

Part of the problem with boosters is the cost per unit. Standard Boosters start a several million isk per unit. That's a lot to ask for a temporary benefit that may or may not have side-effects based on random chance, and that can only be mitigated by buying yet more skills. If the BPCs produced more units per run the price of the boosters would come down and more people would buy them.

From glancing at the numbers, the production bottleneck seems to be in the quantity of pure booster produced from the reaction. For Cytoserocin, it's like 15 units of pure product per hour which is basically what is required to produce one unit of Standard booster.

Seems weird that the pure product, which apparently has to be "cut" to allow for capsuleer consumption, somehow produces fewer units of the booster than the original uncut quantity. If I ever worked for CCP, I would totally be CCP Logic.
