Not really, there was a link once that took you to a screen that gave you options on different setups for all ships, depending on what you wanted to do, PVP, RATTING, etc

You may want to visit the E-Uni website as I have seen something similar there but were you looking for a certain setup for a certain ship?

Highs:
Turrets/missiles and high slot stuffs
Mids :
Shield stuffs and wear stuffs
Lows:
Armor stuffs and damage stuffs
Rigs:
Depends on above.

That awkward moment at the Gentlemen's Club when you see your sister on the stage....and you're not sure where to put the money....

To be fair they did used to be quite common on the forums. But it's all top secret today.
