When/How do Ice Anoms respawn?

You really need to be in the system where the ice anomaly usually is immediately after DT. The you will be guaranteed some ice to mine. At that point it will either be a completely new spawned anomaly or what was left of an anomaly from before DT.

When an ice anomaly is emptied and it despawns it will respawn exactly 4 hours later.

Spawns every 4hr after it's completely mined out.
Spawns every DT*.

Ice miners will typically take around 2-2.5 hrs on average to deplete the entire anomaly.
So just extrapolate the numbers, starting from DT, to roughly gauge time for the next spawn.

* except if the anom wasn't completely mined out before DT.
In the above case, it'll simply continue where you left it.
