Yes CCP is.

ANET made no secret of it when they copied the PLEX system for Guild Wars 2.

Its important to note that NCSoft (WildStar's publisher) happens to be the parent company of ArenaNet (GW2). So they already have some experience with the concept, though in GW2's case its payment model is "No Subscription /w Cash Shop."

If you also look at the exchange rates for the CREDDs, they are being much more severe in the exchange rate when bought with in-game currency (at least from the original example). I suspect they will artificially enforce this gap as needed, to put more pressure on subscriptions. That was tried with the GW2 Gem system, but does not appear to be working out as well as expected - at least for gold conversion anyway.

Another trend I'm expecting soon will be a re-focus on those two games, so they do not compete with each other (as much). That will probably mean GW2 focusing more on casual play, which (from recent announcements so far) appears to be the case.
