Not yet. There's still a bunch of discussion going on about exactly what the changes will entail.

The source from CCP will likely be a yaml document (mentioned at fanfest) but people will see about converting it over.

I wouldn't expect to see it until after Kronos is released

i have vague memorys of CCP Greyscale saying that the Crius features will be on SiSi very soon after the Kronos release

So 11.1111111% increase in material requirements in Blueprints is not set yet?

For the T1 stuff, there's been no mention otherwise.

For T2 stuff, there are more significant changes coming, due to the proposed rebasing of the the ME levels from invention.
