Destroy / remove outpost in inactive systems

Let Incursions destroy them plz.

There are way to many of them and its a waste tbh.

Calculate a certain % needed activity in a system to keep the outpost safe from a Incursion attack or something.

It wil effect the sovereignity mechanics and large alliances will actualy use the space they realy need.

Outpost takeover in nullsec on the other hand could do with some changes. In my opinion outposts instead of being conquered should be destroyed, leaving behind a wreck. Players docked could still undock, but they would be unable to use any services. You could no longer dock in the station, but it would instead act as a container in space and you could still take your assets out of it or board what ships you may have stored in it. Nothing could be placed in the station once taken out though. If the owner of the system sovereignty were to choose so, they could rebuild the station for perhaps 20% of the original build cost. This could effectively reduce the high number of stations in 0.0 space.
