This move is a derivative of the ice move. If CCP wants ice to be worth more then people who are mining trit will switch to mining ice as price of ice goes up. So the supply of trit will decline as ice moves up in price. So I am not sure if this move in trit is cyclical.

Not necessarily cyclical because there are no real seasonal mechanics, but over time as consumption increases so should materials ie; tritanium.
