Currently looking for a pack of the required BPCs to build a rorqual, looking to spend around 200m~ could be higher or lower depending on research levels of blueprints.

Try Mandy Bonebright. I have bought several bpc packs from her and she has Rorquals. She is also a pleasure to deal with.
