Maybe the 'solution' is to identify AFK players, for example grey out their name in local chat if there has been no keyboard stroke or mouse client in the game in the last 5-15 minutes. This should stop AFK mining because gankers will then zero on you and kill your pod for your foolishness.

Actually, not a bad idea. Far better than the "lets make cloaking ships use fuel" ideas.

No its a terrible idea. No free intel for you.

AFK cloaking is not a problem.

Seriously, this is all we need. Most of the damage from afk cloakys is they block people from doing pve activities, because of the percieved risk that the cloaker might attack or hot-drop them at any moment. If local is removed, it betters the chance of actual real pvpers of catching prey, and it allows the pve'ers to ignore threats they can't see, while forcing them to be a little bit more vigilant.

If anything, roaming pvpers should be against afk cloakers more than anyone. The afk cloakers prevent miners and ratters from mining and ratting, so there are less targets about for the roaming pvpers. It doesn't hurt roaming pvpers at all, if the farmers make money, and farm, but it makes the game worse for them if they don't, because there are less targets, and less fools flying about in shiny stuff waiting to die.

"Solution" implies that there is a "problem".

The solution is to remove your imagination, problem solved.

Cloaking pauses the skill queue
There done
You can unpause it at any time
See how long people keep cloaking for a long time when they start forgetting to unpause skills
Applies account wide so you cant use an alt on the same account
