Because the freighter pilots will obviously use cargo optimisation rigs, which reduce the freighter's EHP, playing right into the hands of the perpetual gate camps in Uedama and Niarja. And everybody knows that the gate camps are mostly Goons, and gate camping Uedama is how CFC gets all their income, and Alex's jimmies get rustled every time a 10B+ gank goes down.

Pon Farr Memorial: once every 7 years, all the carebears in high-sec must PvP or they will be temp-banned.

No matter what CCP changes it will benefit Goons some how. That's just the reality of them having such a large group. If they were to scrap the current Sov mechanics for new ones that totally change the game and make current ownership statistics obsolete, some group of enterprising Goons would splinter off, bomb their former allies and start trying to build a new empire. I don't see this as a tragedy, but rather as an opportunity for the future of EvE.
