If you are interested in EVE:Valkyrie it's on Unreal 4 engine and Katee "Starbuck" Sackoff is voicing the game.

A picture of the announcement summary is floating around r/EVE on Reddit, also.

loses kinetic damage for a resist bonus
Get ROF to citadels
Citadel launchers are getting a ROF buff
Citadel missiles are getting a sig radius adjustment( wording makes it difficult to tell if they mean sig radius is increasing or decreasing) and the velocity is going up
Significantly
to ~100 m/s or so it seems
Basically no capital can now speed tank citadels
This will deal more applied DPS to all targets and is intentional
Also the sigradius of the intended targets for citadels, poses and caps are being adjusted to maintain the same paper damage as now

Phoenix goal plan is for it to be a structure basher and generalized **** everything ship, but gently
The face **** is going to be the moros though

Oh and citadels are getting a missile velocity bonus such that you will be able to benefit from the rof and not be looking for a fine meal of steak a tierre in the time it takes for the first one to impact

Nag is alpha king and somewhat selectable damage
Revelation is getting a bonus to using strip miners to better suit its existence

Rorqs are now getting to be belt battle buddies, exact method to be decided by CSM 9 so expect something humorous
Orca is being touched lightly being considered largely fine

Recons
Oh recons will be up in a bit, with changes (Pilgrim called by name) to make the unused usable

Stealth bombers are being buffed, plan is to keep the feel but make them more relaevent in light of interceptors

You know what?
New plan is basically
Make things better than interceptors so it becomes everything versus everyone and not interceptors online

Oh and after speaking with rise, inertia modifier on fitting is to be replaced with align time as it sounds good
And general fixing so that the info and tooltips for things more closely matches third party software rather than the current oh lets see that times that plus that divide by skill
I think the answer is blue, but only with snake implant set

Oh and the CSM is so caught up on the Erotica1 thing they nearly admitted to liking EVE voice
In reality no one uses EVE voice and if you do, CCP Dolan apologizes

No-one has mentioned that the Phoenix is also getting a shields resists buff, so it becomes a lot more tanky

On the subject of the ship balance changes in the upcoming expansion, its starting to get a bit silly...

Yesterday we had two talks, one by Dr EyjoG on economic issues and balance in the PLEX price market. The second talk was by Fozzie and Rise on "Module and Ship Balancing."

In summary, I think Fozzie and Rise need a little more EyjoG in their lives. See, EyjoG presents metrics for how he makes every decision. People claim PLEX prices are high and that inflation is hurting the community, right? Well, before knee-jerking a reaction, he looks at long term trends and what the pain points are for different play styles. He uses clearly stated metrics for how he decides to intervene... and intervene he did.

Fozzie and Rise, with all deference to their brilliant intuition for PvP, appear to take a much more simplistic approach. They identify a group of ships that aren't being used (Succubus, Worm, etc...) and throw bonuses at them to try to get people to take an interest in them. They never 'nerf' anything because they never want to take away a capability that existing players have come to rely upon, instead making everything else more powerful (which is going to create DPS inflation if you think on it). This approach will never create 'balance.' They could more accurately have named their session, "Module and Ship Imbalancing."

Now, I know that the reality is that they do in fact have models for ship balance that help inform their decisions. I know this because Rise explained exactly this process in his recent developer spotlight interview. I'm not saying that have to show us their spreadsheet, but the community would benefit from understanding what quantitative metrics they are using to make their decisions. If they are referring to statistics for ship use, can they point to how fight outcomes are distributed? Why are the bonuses that they have applied to a particular ship representative of the niche that needs to be filled? Sure, it will get me to try it out the Worm, but that has nothing to do with the meaning of the word "balance." I do think that Rise and Fozzie helped create positive change early on, creating more diversity in 0.0 fleet compositions, but that model will soon run out of steam on the small-ship end.

In short, Fozzie and Rise need more EyjoG in their lives... or maybe just show us the data they are hiding in their back pocket.

Out of the one conversation I had with Fozzie, I can guarantee you that ship balancing is a little more complicated then that!

They just overly simplify their presentation so people doesn't get confused.

I got a good answer from Fozzie and Rise and Nullabor(?) in the roundtable discussion on ship balance. Basically, they are looking at killboard statistics, and segmenting these by solo, gang, and fleet combat fight results. This is encouraging. Having said that, if all they are using are kill-mail records, then they are not capturing which of these ships are most commonly being used in conjunction with logistics support or off-grid bonuses, which are not truly 'solo' tactics.

As for how they identify the addition of bonuses and changes to the ship parameters, Rise claims that this is where there is less of a formal process. This is less encouraging because it is ad hoc. It would be a good idea to have a dev blog to looking back and making sure that the fight statistics work out in the end.

IMO tiericide too often means it doesn't really matter what you fit. All modules and ships are equal. Just fit the modules the ship description says and your ship will be just as good as any.

I would preferred it when Merlin had a nice 5% resist but had a weaker optimal bonus instead of damage bonus. This made all the ships interesting.

I had to work during Fanfest streaming, so I didn't get to see it. I've been browsing the forums to try to catch up on what was shown today, and from what I'm seeing, there doesn't seem to be anything interesting revealed today? Seems to be almost all Valkyrie crap (which I'm not particularly interested in ever since Facebook bought the Rift). There's the module tiericide, but it seems so barebones that it really isn't much to get excited about right now, and probably won't actually happen for a while. Oh, the Phoenix is getting buffed, I guess that counts as "interesting". What did I miss?

Everything is well in Eve, it's a nice change though that it's only some Dust Bunnies that are really, really, really angry and not Eve players!
